The 25-Year Rule Runs on Build Month — But Japanese Cars Don't Come With a Build Date

What this guide is: a working method for establishing the actual manufacture month of a JDM vehicle, written from Japanese-language primary sources. Our aggregation method and the limits of what we could verify are stated at the end.


The short version

  1. US eligibility runs from the month of manufacture, not the model year, and not January 1st.
  2. Japanese vehicle paperwork does not contain a manufacture date. The export certificate shows first registration (初度登録年月), which is a different thing.
  3. Japanese chassis numbers do not encode a build date either. They are a model code plus a sequential serial. There is no year digit.
  4. So the build date has to be established by other evidence — and CBP has a defined hierarchy for what it will accept.
  5. There is a shortcut most buyers miss: if first registration was 25+ years ago, you don’t need the build date at all.

1. What the rule actually says

Under 49 CFR 571.7 and 49 CFR Part 591, a motor vehicle at least 25 years old is exempt from all Federal Motor Vehicle Safety Standards. The statutory clock runs from the date of manufacture.

The practical consequence: eligibility begins on the vehicle’s own 25th anniversary, month by month.

You will see “every January 1st, a new model year unlocks” written in a lot of places. It is a convenient simplification and it is wrong. It is also the version that gets vehicles held at the port.

This matters more for Japanese cars than for anything else, because Japan does not use model years the way the US does. A car sold and titled in Japan as a “2001 model” may carry a build date of October 2000 or of March 2002. The Japanese market designation tells you nothing reliable about the build month.

On the EPA side, the clock is separate: EPA’s exemption route for vehicles over 21 years old requires the engine to be identical or equivalent to the one originally installed. An engine-swapped car can clear NHTSA on age and still fail EPA. That’s Form 3520-1, and it’s a different problem from the one this guide solves.


2. The part almost nobody writes down

Here is the gap between what English-language import guides say and what the Japanese documents contain.

Several widely-cited English guides state that the manufacture date appears on the Japanese export certificate. It does not.

The 輸出抹消登録証明書 (export deregistration certificate) — and the 車検証 (inspection certificate) it derives from — carry a field called 初度登録年月 (shodo tōroku nengetsu): the month and year the vehicle was first registered in Japan. There is no manufacture-date field on either document.

Registration follows manufacture. The gap is typically 1 to 6 months, and can be far longer for vehicles that sat unsold as dealer stock. So:

This is the single most important fact in this guide, and it cuts both ways — see section 5.

Why the chassis number won’t help either

Japanese domestic vehicles do not use ISO 3779 17-character VINs. A JDM chassis number (車台番号) is typically 10–15 characters: a model/generation prefix plus a sequential serial (e.g. JB23W-123456, ZRE172-1234567).

There is no model-year digit, no country code, no check digit. The serial is sequential only. The 17-character VIN you see on US paperwork is assigned after export, not by the Japanese factory.

Anyone offering to “decode the build date from your chassis number” is not decoding it. They are cross-referencing it — which is a legitimate method, and it’s the next section.


3. Four ways to establish a build date, ranked

Method A — MLIT recall registry serial cross-reference ★ best documentary method

Japan’s Ministry of Land, Infrastructure, Transport and Tourism (国土交通省 / MLIT) publishes every recall filed in Japan. Each filing states two things that matter here:

Cross-reference your chassis serial against those published ranges and you can usually narrow production to within a few months. Multiple overlapping recalls on a long-production model narrow it further.

This works well on high-volume, long-production chassis (which tend to accumulate recalls) and poorly on low-volume models with clean recall histories. It produces an estimated window, not a certified date — state it that way if you use it.

This is public data, published in Japanese. It is the reason chassis-decoder tools can quote a build month at all.

Method B — the seat belt label ★ best physical check

JDM seat belts carry a manufacture date on the webbing label, in Western calendar format (note: the vehicle documents use the Japanese imperial calendar — see section 6). A car is normally assembled shortly after its belts.

Strong, cheap, and checkable from an auction photo request. Invalid if the belt has ever been replaced — so check more than one belt and treat a mismatch as a red flag rather than an answer.

Method C — manufacturer inquiry

Japanese manufacturers will generally answer a build-date question from a chassis number through their customer service lines. Useful entry points:

Reported practice is that manufacturers will give a specific year and month on request.

Caveat we could not resolve: whether any manufacturer will issue this as a written certificate suitable for submission to CBP — and at what cost — appears to vary by manufacturer and dealer, and we could not confirm a documented procedure. If you need paper rather than a phone answer, confirm with the manufacturer’s customer service department before you bid.

Method D — community serial-range tables

For enthusiast chassis, owner communities have mapped serial blocks to date ranges by pooling known cars. The Integra Type R is the standard example:

Useful for a fast sanity check before bidding. Not evidence for a customs officer, and quality varies enormously by community.


4. What CBP actually accepts

Form HS-7 is filed for every vehicle entering the US. For a 25-year-exempt vehicle you check Box 1 and enter the date of manufacture in the space provided.

CBP’s stated evidence hierarchy:

First — a manufacturer’s label permanently affixed to the vehicle. Where the build date is on a door-jamb plate, chassis plate, or firewall VIN plate, that governs.

If no such label carries the date, other evidence must establish it. CBP’s guidance names:

CBP cross-references the HS-7 against the Japanese export certificate at entry. Inconsistency between the manufacture date you declared and the dates on the export certificate is the most common trigger for a vehicle being held pending further documentation.

The failure mode is expensive. A vehicle advertised as a “2001 Skyline” whose plate reads April 2002 does not qualify, and you find out at the port. The remedies are re-export or destruction.


5. The asymmetry that saves you

Look again at CBP’s second accepted evidence type: a registration document showing the vehicle was registered at least 25 years ago.

Your Japanese export certificate is a registration document, and it does carry 初度登録年月.

Since registration always follows manufacture, first registration 25+ years ago proves manufacture 25+ years ago. The logic is one-directional and it works in your favour:

So the two dates give you two different strategies:

That gap is not academic. Prices on a newly-eligible desirable chassis move sharply the moment the import window opens, so the buyers with the most to gain from the earlier date are exactly the ones buying the most expensive cars — and carrying the most risk if the evidence doesn’t hold.

Our recommendation: use the registration date as your baseline. Pursue the build date only when the earlier window is worth real money to you, and get the evidence in hand before you bid, not after you’ve won the lot.


6. Reading the dates on the documents

Japanese vehicle documents use the imperial calendar (和暦), which trips up buyers reading an export certificate for the first time.

So 平成13年9月 = September 2001. 平成11年1月 = January 1999.

Watch for this mismatch: vehicle documents are in the imperial calendar, but the seat belt label is in the Western calendar. Comparing them without converting is a good way to talk yourself into a car that isn’t eligible yet.

Sources collected 2026-07-31.

Where English sources conflict, and what we concluded. Several English-language import guides state the manufacture date appears on the Japanese export certificate. Sources describing the Japanese documents directly state it does not, and that only 初度登録年月 is recorded. We went with the latter. The Japanese registration document set has no manufacture-date field. If you have an export certificate that does show one, we would like to see it.
